Nice try, unfortunately in Canada, blue means conservative, as in The Conservative Party of Canada, aka the current government. The current Prime Minister of Canada is opposed to half the "perks" in the video.
To summarize:
Blue is conservative.
Canadian government is conservative.
This joke equals fail.
Bzzzt!
Canada, even under a Conservative government, is more liberal than the United States under a Democratic government.
So, you lose points for lack of understanding U.S. and Canadian politics, and appreciation of irony.

Sorry, my first response is not very kind... but I'm guessing you are Canadian, so I'll explain. This is not a joke about Canada. This is a joke about American's and the oft repeated exclamation by liberal democrats about moving to Canada because they're unhappy with an election (see 2000 and 2004).
I include it here on a map blog because A) it has a map and B) it actually IS funny.
Of course, having to explain the joke does sort or ruin it.
I'm not only a Canadian but also a permanent resident of the US (6 years and counting). I'd say I have a pretty good understanding of the politics in both countries.
As someone who has lived in both countries, I assure you, this joke equals fail on so many levels.

I thought it was funny...
I think it also pokes fun at US ideas of Canada, or the parts of Canada most US citizens are likely to know about (i.e. Socialized Health care and mounties). I think the movie Canadian Bacon satirizes this too.
Perhaps 27 is getting this blog confused with the failblog...
